So, the Universities that organize WSEAS Conferences must be very careful in the review

After this mistake of IEEE, we must be careful

Also, we found via Wikipedia this:

which is a collection for many bogus conferences (outside the WSEAS).

WSEAS is very proud that we have a very strict review process.
So, I copy from WIKIPEDIA this TEXT

In 2008 and 2009, several computer generated (gibberish) conference articles, with fictitious authors, appeared in IEEE Xplore Data Base coming from many IEEE Sponsored events. Other poor quality conference articles have also, occasionally, appeared in IEEE Confererences and consequently in IEEE Xplore. The IEEE itself accepted (see http://www.ieee.org/web/aboutus/corporate/board/ad_hoc_committees/qualityofconferencepapers.html )that such articles hurt the reputation of IEEE and destroyed confidence in the quality of IEEE publications. IEEE tried to find solutions against this vulnerability but in vain, because many more bogus papers appeared in the next months (see http://iaria-highsci.blogspot.com and http://blog.marcelotoledo.org/2008/12/26/how-can-someone-trust-ieee )

List of works with noticeable acceptance

Rob Thomas: Rooter: A Methodology for the Typical Unification of Access Points and Redundancy, 2005 for WMSCI (see above)
Mathias Uslar's paper was accepted to the IPSI-BG conference^[4].
Professor Genco Gülan published a paper in the 3rd International Symposium of Interactive Media Design^[5].
Students at Iran's Sharif University of Technology published a paper in the Journal of Applied Mathematics and Computation (which is published by Elsevier)^[6]. The students wrote under the false, non-Persian surname, MosallahNejad, which translates literally as: "from an Armed Breed". The paper was subsequently removed when the publishers were informed that it was a joke paper^[7].

A paper titled "Towards the Simulation of E-Commerce" by Herbert Schlangemann got accepted as a reviewed paper at the "International Conference on Computer Science and Software Engineering" (CSSE) and was briefly in the IEEE Xplore Database ^[9]. The author is named after the Swedish short film Der Schlangemann. Furthermore the author was invited to be a session chair during the conference^[10].Read the official Herbert Schlangemann Blog for details^[11]. The official review comment: "This paper presents cooperative technology and classical Communication. In conclusion, the result shows that though the much-touted amphibious algorithm for the refinement of randomized algorithms is impossible, the well-known client-server algorithm for the analysis of voice-over- IP by Kumar and Raman runs in _(n) time. The authors can clearly identify important features of visualization of DHTs and analyze them insightfully. It is recommended that the authors should develop ideas more cogently, organizes them more logically, and connects them with clear transitions"
In 2009, the same incident happened and Herbert Schlangemann's latest fake paper "PlusPug: A Methodology for the Improvement of Local-Area Networks" has been accepted for oral presentation at another international computer science conference ^[12]. Recently, Denis Baggi, Chairman, IEEE CS confessed, according to a comment on the Schlangemann Blog, that "Selection criteria such a refereeing etc. are meaningless", probably means that IEEE has accepted the unreliability and bogosity of its conferences. Denis Baggi also adds: "Articles should be written only if someone has something to tell others, in which case the validity of the paper is obvious",

A letter from Evan M. Butterfield (IEEE)

A letter from Evan M. Butterfield (Director of Products & Services, IEEE Computer Society10662 Los Vaqueros Circle, Los Alamitos, CA 90720714.816.2165) informed in Jan 17, 2009 the following:

The IEEE Computer Society (CS) has evidence that multiple (IEEE) conferences are receiving machine-generated papers. In two cases, conferences have actually accepted an obviously fraudulent submission. This is a serious issue that threatens the credibility of your conference, the quality of the digital library, and the reputation of both the IEEE and CS. It requires your immediate attention. Please take this opportunity to ensure that your peer review processes are being followed, and adapt to any new requirements that may be communicated by the IEEE or the Computer Society. No conference published by CPS should rely on an abstract review. It is very important that you review carefully the full text of all papers submitted to your conference. If you have already accepted papers, your program committee should review the full text again. While CPS staff will be conducting random spot-checks of conference papers in the publishing queue, we are relying on you to authenticate the content of your proceedings. Any papers that were not actually presented at your conference need to be brought to our attention, and should receive close review. In known cases, the machine-generated origin is obvious from a reading of the first few paragraphs of the paper; the abstracts are human-generated and do not indicate the quality of the paper itself. In the past, papers have been submitted by “Herbert Schlangemann,” but be mindful that the perpetrator of this fraud will change the approach over time. In the event you discover any evidence of questionable content or behavior, please communicate that to us immediately along with an action plan for addressing the problem. Criticism concerning publishers

Recently, many fake papers appeared in several IEEE conferences, because the IEEE grants its name and its logo to many local organizers who supposedly do not conduct a thorough review process. It is being argued that such conferences only exist to make money out of researchers that are looking for a simple way to publish their work, in particular publishers like IARIA, http://www.iaria.org, HIGHSCI http://www.highsci.org and SRP http://www.scirp.org appear questionable. As seen from their web sites, IARIA, HIGHSCI and SRP use the name of IEEE and the IEEE publishing services, thus attracting numerous papers. Some people to test some conference go further and sent the paper "A Statistical Method For Women That Can Help Our Sexual Education" in the IEEE Conference organized by IARIA. This paper received automatic acceptance within a few hours with simultaneous "command" of direct payment. Unfortunately this paper was not published because the authors did not pay the registration fee. However the letter of acceptance is published on the web and anybody can check it: http://iaria-highsci.blogspot.com/, http://scamieee.blogspot.com/

company.
This email was supposed to come from watces at wseas.org
Neither WSEAS in Europe not WSEAS in US had never sent such bad emails
to WSEAS people. WSEAS consider this email as bad, bogus, misleading
email and try to find this worthless people from their IP. WSEAS
believes that they we will find them from their IP. We hope to find a
real IP and not a misleading, bad or even illegal IP. Really, this was
a bad, junk , unsolicited email and maybe it was sent also to all the
WSEAS people/.

Toward Human-Level Machine Intelligence

Abstract: Achievement of human-level machine intelligence has profound
implications for modern society�a society which is becoming
increasingly infocentric in its quest for efficiency, convenience and
enhancement of quality of life.
Humans have many remarkable capabilities. Among them a capability that
stands out in importance is the human ability to perform a wide
variety of physical and mental tasks without any measurements and any
computations, based on perceptions of distance, speed, direction,
intent, likelihood and other attributes of physical and mental
objects. A familiar example is driving a car in city traffic.
Mechanization of this ability is a challenging objective of machine
intelligence.
Science deals not with reality but with models of reality. In large
measure, models of reality in scientific theories are based on
classical, Aristotelian, bivalent logic. The brilliant successes of
science are visible to all. But when we take a closer look, what we
see is that alongside the brilliant successes there are areas where
achievement of human-level machine intelligence is still a distant
objective. We cannot write programs that can summarize a book. We
cannot automate driving a car in heavy city traffic. And we are far
from being able to construct systems which can understand natural
language.
Why is the achievement of human-level machine intelligence a distant
objective? What is widely unrecognized is that one of the principal
reasons is the fundamental conflict between the precision of bivalent
logic and imprecision of the real world.
In the world of bivalent logic, every proposition is either true or
false, with no shades of truth allowed. In the real world, as
perceived by humans, most propositions are true to a degree. Humans
have a remarkable capability to reason and make rational decisions in
an environment of imprecision, uncertainty, incompleteness of
information and partiality of truth. It is this capability that is
beyond the reach of bivalent logic�a logic which is intolerant of
imprecision and partial truth.
A much better fit to the real world is fuzzy logic. In fuzzy logic,
everything is or is allowed to be graduated, that is, be a matter of
degree or, equivalently, fuzzy. Furthermore, in fuzzy logic everything
is or is allowed to be granulated, with a granule being a clump of
elements drawn together by indistinguishability, similarity, proximity
or functionality. Graduation and granulation play key roles in the
ways in which humans deal with complexity and imprecision. In this
connection, it should be noted that, in large measure, fuzzy logic is
inspired by the ways in which humans deal with complexity, imprecision
and partiality of truth. It is in this sense that fuzzy logic is
human-centric.
In coming years, fuzzy logic and fuzzy-logic-based methods are likely
to play increasingly important roles in achievement of human-level
machine intelligence. In addition, soft computing is certain to grow
in visibility and importance. Basically, soft computing is a coalition
of methodologies which in one way or another are directed at the
development of better models of reality, human reasoning, risk
assessment and decision making. This is the primary motivation for
soft computing�a coalition of fuzzy logic, neurocomputing,
evolutionary computing, probabilistic computing and machine learning.
The guiding principle of soft computing is that, in general, better
results can be achieved through the use of constituent methodologies
of soft computing in combination rather than in a stand-alone mode.

Brief biography of the speaker:
LOTFI A. ZADEH is a Professor in the Graduate School, Computer Science
Division, Department of EECS, University of California, Berkeley. In
addition, he is serving as the Director of BISC (Berkeley Initiative
in Soft Computing).
Lotfi Zadeh is an alumnus of the University of Tehran, MIT and
Columbia University. He held visiting appointments at the Institute
for Advanced Study, Princeton, NJ; MIT, Cambridge, MA; IBM Research
Laboratory, San Jose, CA; AI Center, SRI International, Menlo Park,
CA; and the Center for the Study of Language and Information, Stanford
University. His earlier work was concerned in the main with systems
analysis, decision analysis and information systems. His current
research is focused on fuzzy logic, computing with words and soft
computing, which is a coalition of fuzzy logic, neurocomputing,
evolutionary computing, probabilistic computing and parts of machine
learning.
Lotfi Zadeh is a Fellow of the IEEE, AAAS, ACM, AAAI, and IFSA. He is
a member of the National Academy of Engineering and a Foreign Member
of the Russian Academy of Natural Sciences, the Finnish Academy of
Sciences, the Polish Academy of Sciences, Korean Academy of Science &
Technology and the Bulgarian Academy of Sciences. He is a recipient of
the IEEE Education Medal, the IEEE Richard W. Hamming Medal, the IEEE
Medal of Honor, the ASME Rufus Oldenburger Medal, the B. Bolzano Medal
of the Czech Academy of Sciences, the Kampe de Feriet Medal, the AACC
Richard E. Bellman Control Heritage Award, the Grigore Moisil Prize,
the Honda Prize, the Okawa Prize, the AIM Information Science Award,
the IEEE-SMC J. P. Wohl Career Achievement Award, the SOFT Scientific
Contribution Memorial Award of the Japan Society for Fuzzy Theory, the
IEEE Millennium Medal, the ACM 2001 Allen Newell Award, the Norbert
Wiener Award of the IEEE Systems, Man and Cybernetics Society,
Civitate Honoris Causa by Budapest Tech (BT) Polytechnical

University of Athens) solved the general problem (in its more
generalized case) of multidimensional systems stability using genetic
algorithms and neural networks. The relevant results were published in
WSEAS & IEEE Journals and WSEAS and IEEE Conferences. See

In 2000, Dr Mastorakis published the article "The Optimum Radius of
the Robust Stability of Schur Polynomials", in the Journal of
Optimization Theory and Applications (JOTA) solving this difficult
problem. Some preliminary versions of this solution had appeared in
WSEAS Books in 1998 and 1999.

Together with Prof. Valeri Mladenov (Technical University of Sofia,
Bulgaria), Nikos Mastorakis developed several intelligent methods and
intelligent techniques for investigating multidimensional systems
stability. These scientific articles have been published in WSEAS,
IEEE Transactions as well as in WSEAS Conferences,

Starting from the model of Leo Chua, Dr Mastorakis devoloped several
Cellular Neural Networks (CNN's) for 2-D Systems Analysis and
Stability (See "Advances in Neural Networks and Applications", WSEAS

Honoring the Father of Fuzzy Logic, Prof. Lotfi Zadeh, Nikos
Mastorakis published two books by WSEAS Press (1999) titled
"COMPUTATIONAL INTELLIGENCE AND APPLICATIONS", WSEAS Press, July, 1999
"RECENT ADVANCES IN SIGNAL PROCESSING AND COMMUNICATIONS", WSEAS

The Administration of the University Press made the decision to publish numerous proceeding volumes for international conferences in the general areas of engineering, science including medicine and law. Subscriptions for journals or conference proceedings may be ordered through the University Press website or by contacting the University Press office in UK. Our goals are extended to promote the co-operation between the professionals in various fields of the engineering and to cultivate an environment for the advance and development of the technology. Our objective includes:

This very limited number of high-quality papers will be announced in the Post-Conference report of the Conference.

No-show authors will be excluded from any further publication in WSEAS Journals, regardless of the quality of their papers. Analysis of Dynamic Characteristics of a Minimal-Time Circuit Optimization Process A. M. Zemliak Abstract: The design process for analog network design is formulated as a dynamic controllable system. A special control vector is defined to redistribute the compute expensive between a network analysis and a parametric optimization. This redistribution permits the minimization of a computer time. The problem of the minimal-time network design can be formulated in this case as a classical problem of the optimal control for some functional minimization. This approach generalizes the design problem and generates an infinite number of the different design strategies inside the same optimization procedure. By this methodology the aim of the system design process with minimal computer time is presented as a transition process of a dynamic system that has the minimal transition time. The conception of the Lyapunov function of dynamic controllable system is used to analyze the principal characteristics of the design process. The different forms of the Lyapunov function were proposed to analyze the behavior of a design process. The special function that is a combination of the Lyapunov function and its time derivative was proposed to compare the different design strategies and to predict the strategy with the minimal computer design time.	1-10
Limit Temperatures, Spinodal Decomposition and Isospin in Heavy Ion Collisions Armando Barranon, Jorge Alberto Lopez Gallardo Abstract: Spinodal decomposition signatures have been used to obtain limit temperatures for several Heavy Ion collisions. Meanwhile isospin changes, these transient temperatures remain approximately constant with a fluctuation of about 1 MeV and in the range of 10MeV. Also, a primitive breakup with equal sized fragments of a privileged fragment size equal to 6 and an excitation of 4.75MeV were found using higher order charge correlations. These transient temperatures are in the range of theoretical and experimental studies reported elsewhere and confirm the role of spinodal decomposition in the critical behavior of nuclear matter.	11-15
Latin language and new educational technologies P. Camastra, P. Fedeli, M.R. Grattagliano Abstract: This paper presents a project on revival of the Latin language study in Europe. The complete methodological and didactical renewal of a basic Course of Latin is addressed, through new e-learning technologies and methods promoted by the Interfaculty Centre ?Rete Puglia? in the University of Bari. The obtained results in terms of experimentation benefits are presented.	16-21
Computationally Efficient Analytical Crosstalk Noise Model in RC Interconnects P.Chandrasekhar and Rameshwar Rao Abstract: This paper presents an accurate, fast and simple closed form solution toestimate crosstalk noise between two adjacent wires, using RC interconnect model in two situations: simple resistance as driver and short channel CMOS inverter as a driver. The salient features of our proposed models include minimization of computational overhead, elimination of adjustment step to predict the peak amplitude and pulse width of the noise waveform. Numerical calculations are compared with SPICE simulation and other metrics by plotting the noise voltage verses time. Based on our proposed models, we derive analytical delay models due to RC interconnect in each case. Finally we formulate energy dissipation of the RC coupled interconnects in both the cases using our proposed metrics. Experimental results indicate that our models are closely comparable.	22-32
A Deflected Grid-based Algorithm for Clustering Analysis Nancy P. Lin, Chung-I Chang, Nien-Yi Jan, Hung-Jen Chen, Wei-Hua Hao Abstract: The grid-based clustering algorithm, which partitions the data space into a finite number of cells to form a grid structure and then performs all clustering operations on this obtained grid structure, is an efficient clustering algorithm, but its effect is seriously influenced by the size of the cells. To cluster efficiently and simultaneously, to reduce the influences of the size of the cells, a new grid-based clustering algorithm, called DGD, is proposed in this paper. The main idea of DGD algorithm is to deflect the original grid structure in each dimension of the data space after the clusters generated from this original structure have been obtained. The deflected grid structure can be considered a dynamic adjustment of the size of the original cells, and thus, the clusters generated from this deflected grid structure can be used to revise the originally obtained clusters. The experimental results verify that, indeed, the effect of DGD algorithm is less influenced by the size of the cells than other grid-based ones.	33-39

About an adapted image compression algorithm for surveillance flying systems Ciprian Racuciu, Nicolae Jula, Florin-Marius Pop Abstract: Flying surveillance systems have become a priority in every modern army. The prove is the investments involved that are growing every year. A special category is the small systems known as UAV (Unmanned Air Vehicle) that embed only the highest technology because of the dimension limits imposed. The goal of this paper is to present an image compression module and its algorithm based on Discrete Cosines Transform that can be used on a UAV for a real-time transmission of the images captured to the ground. This paper focuses on low complexity techniques used in image compression that are combined to develop a full image compression algorithm that use low resources but with high compression ratio, flexibility for developing further options or characteristics and a medium quality. All the parameters can be changed for different requirements.	41-45
Application of the Hotelling?s and F statistical for the determination of defects in the dental enamel Cortez Jose Italo, Gonzalez Flores Marcos, Perea Gonzalez Gloria Patricia, Vega Galina Victor Javier, Cortez Liliana, Cortez Ernest Italovich. Abstract: The present work presents the experiment that was made to verify and to corroborate the physical changes in the dental enamel. The data were obtained in voltage terms in four stages: without treatment, dental paste, acid engraver and adhesive. The covariance matrices of the samples were then compared with each other to obtain an estimation of every pair of matrices. The inverse estimated matrix was obtained, and finally the Hottelling's statistical was calculated for the multivaried case. We show that the selected treatments have differences in their averages. This allows us to conclude that there are physical changes in the dental enamel.	46-54
Influence of Water Scale on Thermal Flow Losses of Domestic Appliances D. Dobersek, D. Goricanec Abstract: Research results of how the precipitated water scale on heaters of small domestic appliances influences the consumption of electricity are presented. It shows that the majority of water scale samples are composed of aragonite, calcite and dolomite and that those components have an extraordinary low thermal conductivity. Also, the results show that at 2 mm thick deposit, depending on the chemical composition of water scale, the thermal flow is reduced for 10% to 40%; consequently, the consumption of electricity significantly increases.	55-61
Simulation of Multi-product Pipelines Drago Matko, Sa?so Bla?zi?c, and Gerhard Geiger Abstract: The problem of modeling and simulating pipelines that are used for transporting different fluids is addressed in the paper. The problem is solved by including fluid density in the model beside pressure and velocity of the medium. First, the system of nonlinear partial differential equations is derived. Then, the obtained model is linearised and transformed into the transfer function form with three inputs and three outputs. Admittance form of model description is presented in the paper. Since the transfer function is transcendent, it cannot be simulated using classical tools. Rational transfer function approximation of the model were used and validated on the real industrial pipeline. It was also compared to the model that does not take the changes in fluid density into account. The latter model cannot cope with batch changes whereas the proposed one can.	62-69
Comparison of regression models based on nonparametric estimation techniques: Prediction of GDP in Turkey Dursun Ayd?n Abstract: In this study, it has been discussed the comparision of nonparametric models based on prediction of GDP (Domestic Product) per capita prediction in Turkey. It has been considered two alternative situations due to seasonal effects. In the first case, it is discussed a semi-parametric model where parametric component is dummy variable for the seasonality. Smoothing spline and regression spline methods have been used for prediction of the semi-parametric models. In the second case, it is considered the seasonal component to be a smooth function of time, and therefore, the model falls within the class of additive models. The results obtained by semiparametric regression models are compared to those obtained by additive nonparametric.	70-75

Cârstea Abstract: A pre-processor for the generation of the mesh 2D in a CAD product based on the finite element method (FEM) is presented. Our software product is based on the multiblock method and is implemented in C language. A friendly interface user-program is included and some communication languages are available in the communication protocol. In our software product the database consists in a set of files (text or binary files). These files contain both geometrical data of the elements and physical properties (field sources, material properties, boundary conditions etc). The database can be used by well known software products for graphics processing and post processing stages of a finite element program. We present some aspects of parallel implementation of the preprocessor. In our approach a coarse mesh is generated as the starting point of the parallel mesh generation. The domain to be meshed is decomposed into a number of sub-domains. This decomposition is guided by physical considerations.	76-80
Intelligent processes for defect identification Edson Pacheco Paladini Abstract: This paper describes a knowledge-based system and other classical artificial intelligent techniques developed to identify imperfections or defects in industrial products. The defects we are studying used to appear on the piece external area (like spots, fractures, scratches, dark or white lines). The application of the system has been developed in wall or floor tiles factories and it has been showing itself adequate to its finality, as show its application results. The system works, basically, with codified information from the wall or floor tile faces. The piece of information is accessed by special devices which pick up the image and transform it in an array of numbers and codes. Therefore, the system behavior can be defined by these information pieces. Initially the system detects the existence of imperfections using a first group of computational programs; after that, s second group of programs defines the gravity level of each detected defect (for instance: if it implies to reject the piece). Finally, a third group of programs (the identification system) informs to its users what is the most probable kind of imperfection detected (defect identification). We show here the general ideas of the identification system and the structure and some results, what can be seen as a useful and interesting application of knowledge-based systems to quality control area.	81-88
